Maybe some people are wondering, why and how do terrorists do such cruel things, what is their goal, what are they pursuing, how do they feel satisfied with what they do through the suffering and death of someone in every action they carry out. The more frequently terrorist incidents occur, various questions arise. This is very natural because the impact of this action is very dangerous and takes many victims, even though their actions are considered to be very organized from a group that directs them to carry out these actions. Judging from the incidents in Indonesia and the global world, this terrorist activity aims to make other people feel afraid and worried about their actions, they get attention from the wider community, especially towards the group they are targeting or a nation. In general, acts of terror are used when there is nothing else to do to achieve their goals. The aim of this terrorism tactic is to create an atmosphere that makes people panic, anxious and make people in general no longer believe in what the government is doing to the perpetrators of this terrorism. This terrorism is not directed directly at who they target or are their opponents, but they carry out random acts of terror and basically their aim is only to get the government's attention. These acts of terrorism are not always related to violence, but these acts of terrorism are the culmination of violence. Violence can occur without terror, but terror cannot occur without violence. If you want to see the difference between Sabotage Terrorism and Intimidation, sabotage and intimidation are the targets they aim at directly, while Terrorism is not. Their acts of terror were carried out randomly against their victims, in fact most of their victims were innocent people. This is one of the factors why terrorism really threatens state security and order in society. This research uses the concept of normative research and uses a conceptual approach and data collection using theoretical secondary data collection methods by studying all kinds of literature including books, journals, laws and regulations and other data that is related to this research. possibility of recurrence of disasters resulting in loss of property and loss of life, the government issued a Government Regulation in Lieu of the Law on Handling Victims: Protection of victims of terrorism, including witnesses and their families, is also an important aspect that must be considered .
